Malgr\u00e9 l\u2019augmentation des co\u00fbts et un contexte \u00e9conomique contraint, la municipalit\u00e9 maintient son engagement de ne pas augmenter les imp\u00f4ts et de soutenir les associations.<\/h2>\n

Ce jeudi soir, lors du dernier conseil municipal d\u2019\u00c9pinal, le maire Patrick Nardin a pr\u00e9sent\u00e9 les grandes orientations budg\u00e9taires pour l\u2019ann\u00e9e 2025. \u00c0 un an des \u00e9lections municipales, ce d\u00e9bat rev\u00eatait une importance particuli\u00e8re. Sans renoncer aux investissements, la municipalit\u00e9 entend amorcer une phase longue de d\u00e9sendettement, en s\u2019appuyant sur un plan pluriannuel de financement et un pilotage budg\u00e9taire rigoureux.<\/p>\n

Un budget structur\u00e9 autour de trois axes<\/strong><\/h3>\n

Le maire d\u2019\u00c9pinal a rappel\u00e9 que la ville n\u2019avait pas augment\u00e9 ses imp\u00f4ts depuis plus de 30 ans et qu\u2019elle maintiendra cette trajectoire, malgr\u00e9 la tendance g\u00e9n\u00e9rale des collectivit\u00e9s territoriales \u00e0 les relever. Ce choix s\u2019inscrit dans une volont\u00e9 de pr\u00e9server le pouvoir d\u2019achat des Spinaliens, tout en garantissant un \u00e9quilibre budg\u00e9taire.<\/p>\n

Les associations continueront d\u2019\u00eatre soutenues financi\u00e8rement. En tant que ville pr\u00e9fecture des Vosges, \u00c9pinal joue un r\u00f4le central dans le dynamisme associatif du territoire. Cette priorit\u00e9 se traduit par un engagement fort envers le tissu local, qu\u2019il s\u2019agisse de culture, de sport ou de solidarit\u00e9.<\/p>\n

Enfin, la municipalit\u00e9 mettra en place un suivi budg\u00e9taire strict, ligne par ligne, afin d\u2019optimiser les d\u00e9penses et d\u2019assurer un financement durable des projets structurants.<\/p>\n

Des projets ambitieux malgr\u00e9 un contexte contraint<\/strong><\/h3>\n

Si la ville amorce une phase de d\u00e9sendettement, elle n\u2019en oublie pas pour autant les investissements n\u00e9cessaires \u00e0 son d\u00e9veloppement. Plusieurs chantiers majeurs sont pr\u00e9vus :<\/p>\n

  • La r\u00e9novation de la halle des sports.<\/li>\n
  • La r\u00e9novation de la basilique.<\/li>\n
  • Le d\u00e9veloppement du projet alimentaire de territoire avec la r\u00e9gie mara\u00eech\u00e8re.<\/li>\n
  • Le renforcement des budgets participatifs afin d\u2019impliquer davantage les citoyens dans les d\u00e9cisions locales.<\/li>\n<\/ul>\n

    Une offre culturelle et sportive pr\u00e9serv\u00e9e<\/strong><\/h3>\n

    Malgr\u00e9 des contraintes budg\u00e9taires, la municipalit\u00e9 souhaite maintenir une programmation riche et vari\u00e9e. Les \u00e9v\u00e9nements phares de la ville, comme les Imaginales (qui attirent plus de 35 000 visiteurs chaque ann\u00e9e), seront reconduits, m\u00eame apr\u00e8s le d\u00e9part de la directrice artistique du festival. D\u2019autres rendez-vous culturels rythmeront \u00e9galement l\u2019ann\u00e9e, \u00e0 l\u2019image des spectacles de rue (Rues et Cie), \u00c9pinal Bouge l\u2019\u00e9t\u00e9.<\/p>\n

    Toutefois, certaines adaptations seront n\u00e9cessaires : par exemple, Les Larmes du Rire ne reviendront qu\u2019en 2026.<\/p>\n

    Une gestion prudente pour pr\u00e9parer l\u2019avenir<\/strong><\/h3>\n

    Face \u00e0 l\u2019augmentation des co\u00fbts (assurances, salaires, crises successives), Patrick Nardin met en avant une strat\u00e9gie de prudence financi\u00e8re. L\u2019objectif est clair : stabiliser l\u2019\u00e9pargne brute de la ville et assurer une gestion saine pour les ann\u00e9es \u00e0 venir.<\/p>\n

    Avec ces choix budg\u00e9taires, la municipalit\u00e9 d\u2019\u00c9pinal cherche \u00e0 concilier rigueur financi\u00e8re et ambition pour le territoire, en misant sur un \u00e9quilibre entre d\u00e9sendettement, soutien aux associations et dynamisme \u00e9conomique et culturel.
