Elle r\u00e9compense les m\u00e9rites \u00e9minents rendus \u00e0 la Nation et est remise depuis deux si\u00e8cles au nom du Chef de l\u2019Etat aux citoyens jug\u00e9s les plus m\u00e9ritants dans tous les domaines d\u2019activit\u00e9, qu\u2019ils soient civils ou militaires. Les d\u00e9cor\u00e9s \u0153uvrent au d\u00e9veloppement de la France, \u00e0 son rayonnement, \u00e0 sa d\u00e9fense. <\/em><\/p>\n<p><em>Le parcours d\u2019attribution de la L\u00e9gion d\u2019honneur est constitu\u00e9 de sept \u00e9tapes, allant de la prospection effectu\u00e9e par tout citoyen \u00e0 travers l\u2019initiative citoyenne mais aussi par les maires, les parlementaires, les pr\u00e9fets, les cabinets minist\u00e9riels et administrations territoriales, \u00e0 la lettre d\u2019avis, en passant par l\u2019examen des dossiers.<\/em><\/p>\n<p><em>L\u2019\u00e9tape de l\u2019examen des dossiers est importante puisqu\u2019elle v\u00e9rifie les conditions r\u00e9glementaires de recevabilit\u00e9 et analyse les dossiers avant leur transmission aux membres du conseil de l\u2019ordre. Certaines conditions doivent \u00eatre remplies comme \u00eatre dot\u00e9 d\u2019un casier judiciaire vierge et satisfaire \u00e0 une enqu\u00eate d\u2019honorabilit\u00e9. Cette derni\u00e8re peut notamment inclure une enqu\u00eate pr\u00e9fecture et une enqu\u00eate fiscale effectu\u00e9e par Bercy v\u00e9rifiant que la personne ne s\u2019est pas rendue coupable de fraude fiscale. <\/em><\/p>\n<p><em>N\u00e9anmoins l\u2019enqu\u00eate de moralit\u00e9 ne tient pas compte du civisme fiscal et donc de l\u2019\u00e9ventuelle \u00e9vasion fiscale dont peut faire l\u2019objet la personne candidate \u00e0 la d\u00e9coration. Ainsi un citoyen fran\u00e7ais qui pratique l&rsquo;\u00e9vitement de l&rsquo;imp\u00f4t en utilisant les failles de notre syst\u00e8me fiscal ou en d\u00e9pla\u00e7ant tout ou partie de son patrimoine ou de ses activit\u00e9s vers un autre pays que la France m\u00e9tropolitaine et ses outre mer pourrait tout \u00e0 fait \u00eatre d\u00e9cor\u00e9 de la L\u00e9gion d\u2019honneur. Cela pose un certain probl\u00e8me de moralit\u00e9 puisque contribuer \u00e0 la solidarit\u00e9 nationale par ses imp\u00f4ts est l\u2019un des fondements de notre citoyennet\u00e9.<\/em><\/p>\n<p><em>C\u2019est pourquoi j\u2019en appelle \u00e0 votre institution afin que dor\u00e9navant la moralit\u00e9 s\u2019entende aussi comme le civisme fiscal, c\u2019est-\u00e0-dire l\u2019absence d\u2019\u00e9vasion fiscale, lors des enqu\u00eates d\u2019honorabilit\u00e9. La L\u00e9gion d\u2019honneur illustrant l\u2019esprit civique fran\u00e7ais, le sens de l\u2019int\u00e9r\u00eat commun, il est important qu\u2019elle sache aujourd\u2019hui s\u2019adapter \u00e0 la r\u00e9alit\u00e9 de son temps en r\u00e9affirmant ses principes d\u2019universalit\u00e9, de m\u00e9rite et d\u2019exemplarit\u00e9.<\/em><\/p>\n<p><em>En vous remerciant par avance pour votre
